Authentic autographed vintage commemorative philatelic cover hand signed by Captain USN, R.W. Carius who took part in 'Operation End Sweep' which was a U.S. Navy operation to remove the naval mines from Haiphong harbor in North Vietnam in July 1973. This action was done in favor of the Democratic Republic of Vietnam, abiding to the Paris Peace Accord.
