Stephen Benton Elkins (September 26, 1841-January 4, 1911), United States Secretary of War and Senator from West Virginia, authentic, autographed typed letter. This signed letter, written on official War Department letterhead, is in response to a request to picnic on a Government Reservation and is in good condition for its age with two folds bisecting mailing folds.
